Do the capabilities have to be used together?
No. Each can be enabled or disabled independently per team, route or deployment. Most customers run all of them, because they run on the same pass at no extra latency cost.

What happens if the service is unreachable?
Deployments are configured to fall through to unprocessed audio rather than drop the call. A degraded call always beats a lost one.
